Can I build on land that was forestry mulched?

Not on the mulched ground directly — building pads need the roots and stumps out and the dirt compacted, which is dozer and grubbing work. The standard approach: mulch the whole parcel to open it up and pick your site, then bring in dirt work for the pad, driveway, and utilities footprint only. You pay for root removal only where the structure goes.
