Does forestry mulching remove stumps and roots?

No. A mulching head cuts at grade — trees and brush are ground to ground level, but the stump face and root system stay in the soil. Stump grinding or excavation is a separate service. And resprouting species like mesquite will come back from the roots unless they're grubbed out or treated.
