Depends on the species. Mesquite, redberry juniper, yaupon, and other resprouters come back from the roots and need grubbing or herbicide follow-up to stay gone; species like Ashe juniper cut at grade generally don't return. Either way, a light maintenance pass every year or two costs a fraction of the first clearing.
